DTD files are placed in versioned subdirectories of sgml or xml, depending on the dtd.

Here is an example for docbook-xml:
Catalog File Names: Catalog files placed in these directories should retain their original, upstream names.
Separate trees for XML and SGML dtds
DTD packages that include customization layers, such as Simplified DocBook, should not be placed in this hierarchy. They should reside in the custom directory.

The bottom-level directories containing the dtd files are named according to the version of the dtd they contain. That is, their names are version numbers.
